I didn't had the feel that Suzuki Ryohei was a main character as he felt more like a support one. Even the narration of the episodes are between Nagsawa and Maeda. Still, I don't really care about that, I judt feel off he was listed as a main character with so little screen time.
I think who asked to hide the incident was Kamoi, she mentioned in her speech about his son. So I think he is the culprit and his mother is covering for him.
Now, the only problem with this is that she kinda helped him with the election, so I am still not sure or maybe in the election she tried to make him fail somewhat
