White never had any hallucinations (I don't remember, watching him having one). So if he got drugged like all the others he should have had some, that are of course not related to Non, but he never had any. Everyone has sth to be sorry about in their life and it's just weird that that drug doesn't have real effect on him.
Also have you noticed in the scene, when Fluke holds White hostage, at 27:33 how Tan is nodding to White and White is nodding back? IMO it seems like they are working together.
That brings me to two possibilities how White could be involved with Tan.
1. White got to know Non and Non asks him to find his brother. We still don't know when Tee and White got together. So that timing is actually important to know, so hopefully it gets revealed. And I guess it could be around the time Phee slept with Jin. Tan asks Phee if he slept with Jin and wasn't happy about Phee sleeping with Jin. Could be because at the time White contacted him and Tan knew Non is maybe alive or at least tried to reach out to him. That's why Tan can't fully trust Phee anymore because he thinks Phee is now in love with Jin and therefore works with White together as a back up plan.
or 2. White is someone close to Mr. Keng and somehow found out about Tan being New and therefore Non's brother.

I think Tan abandoned Phee because he thinks Phee loves Jin now and therefore betrayed his brother Non.

I am also pretty sure Phee only said that so Jin keeps trusting him.

That would make sense. And maybe he is already working with Tan but Phee doesn't know about it. This series keeps me being hooked.
