This show was such a mess I wonder if they had something different in mind at the beginning of the drama but then…
No . The writer simply tried to capitalize on their older work a dramq called badguys which had a group of serial killers and the audience sympathized with the killers and liked them to some extent.
So creating a killer that people will hate/love with suspenseful material and cliff hangers the writer thought "ill get the ratings and sponsors money" but many of the korean audiance realized its a weak attempt because this is not an OCN drama and no one would fall for the trick.
Some writers can write the same typical drama and always get ratings using the same troupes cliches and tricks but that works only for cheesy romance writers and not hard to execute mystery killer / adventure dramas. Because you need to know how to execute the perfect plot.
But romance. All i need to see as a viewer is a descent story with good chemistry and romance.

No. It gets better at episode 8
The first 7 episodes are really no good. And of course since ifs really low rated in Korea the writers started using all the cliches and forced situations to justify the characters rudeness and dumbness. Episode 8 gets better. But before that its really hard to watch. Thats for me.
