No,Vamp is not under Studio On Saturn. It's under MDA Entertainment. Don't know if they have a YouTube channel or not. This series pilot premiere doesn't have a clear point on where people that aren't attending the pilot release in person can also watch it. Find out tomorrow I'm guessing.

We don't know anything beyond what we have been given by SOS and Jeff himself. So if it's bl or not is still in the air. The new pilot poster definitely reads bl. Lots of other darker themed bls are being made now so can't rule this out as bl just because the plot isn't the usual wheelhouse of genres
