Actually, you are partially correct. The Emperor did not try to completely fix his meridians. As per the imperial physician, someone with the same Qi flow has to share their energy to save him from a critical situation, so the emperor tried to stabilize him like a first aid. (Since his touch brought back the consciousness, FX was able to instruct Ruo Ruo in performing surgery.)

The second half of the answer is that, yes, only Master Ku He's technique can help FX regain his martial prowess again. (Duo Duo brought Heaven's path manual, which will help him become a grandmaster)
