No he is busy I know. But he should. Since he knew SS continued to get bullied in the palace. He has time for other investigation but not for SS.
And then SS has to face her bully in her own way yeh, immature and childish way. LBY should do something about it since he knew about bully.

After CSS understands parents mind from empress, she had little talk with her mother. Her mother even said she is sad that SS become to understand parents mind not becauae of her but because of empress. Only after that she advice crown prince.
