I also think the current emperor is doing the best he could. People are judging him based on today's knowledge and mindset, it is different in that drama time frame. Most people in power, especially the emperor, would protect their useless evil family instead of the innocent. When the ml told him his son was the murder, he didn't try to kill him off to protect his useless son.
