Possibly the story is taken from those notes and what happened to that soldier will happen to Soo-ho (Only if they won't edit it as obviously they edit it while making the series including their real names, that's how the fiction is created to avoid making it controversial)

When you are doubtful of their acts and they are such dangerous people you set them free to do whatever they want and trusting them this much!
