I saw that C dramas mostly filmed first without background sound and used dubbing in post production stage together with other editing process,which is cost effective, reduced time consuming esp for outdoor scenes,and can change some potential lines that will be censored without anyone noticed.
Sometimes the production team decided to used VA to fit the character or if the artist has strong accent or may be due to scheduling between artist and production. The use of VA is from the production team decision.
