I agree. Additionally to the article, I feel the actresses/or actors also play a major role in the likability of the character their portraying in the drama to the viewers. For instance, everyone is aware of the Korean adaptation of Boys Over Flowers and the Japanese (Hana Yori Dango). Though each adaptations have minor differences,but the storyline and characters are pretty much the same.
In Hana Yori Dango, I love, love the character Makino Tsukushi(Mao Inoue). She was strong will, outspoken, independent, smart and etc. But yet in the Boys over Flower, I couldn't stand for more than 2 seconds Geum Jan-di(Ku Hye-sun). Hana yori dango/boys over flowers were first time I ever came across these two actresses. I felt Mao Inoue executed her role better, making her character more likable to viewers than Geun Jan di.

If you enjoyed City Hunter, I will definitely recommend watching Cruel City. It's a must! Your brother is probably referring to the very ending which a lot of people including myself were little disappointed. Minus the events in the last episode, Cruel City is a 10 out 10. Each episode was mind blowing. The acting was excellent! Did I forget to mention the male lead is an eye candy as well, lol. The story doesn't revolve around too much romance. Romance is present but there's not too many scenes. But boy oh boy when those scenes do pop up, its intense. The kiss scenes are not like typical kdramas kisses. In my opinion, Cruel City has the best kiss of kdramas of 2013. Action! Suspense! Betrayal! Crime! Romance! Go Watch!
