And by that logic the other dramas that are rated 9 would get a 21/10, since none of them has a kissing scene in every other episode

It isn’t a direct sequel? I mean, the drama starts exactly where PA ended, at the lake scene. I know they had to make changes to the plot due to plagiarism allegations regarding the book.

Not every rater is a hater. Also, I doubt haters care all that much since approx only 13K rated so far. This number is kind of low considering that this drama has a high budget and is meant to be a direct sequel to PA, a very popular drama.
