A complete fiasco from the police side! Especially when one of them said 'I aimed for the shoulder', what the heck, can a cop be that lousy shot? He wasn't even that far from Nagamine. But in some countries, cops don't aim to injure but to kill when the perp threatens lives, not to give a 'second chance' to the perp to shoot, to harm.
Maybe Makoto made a deal with the prosecutor or something to get immunity, helping the police to catch Sugano.
Honestly I don't know what ending I expected but this one is kind of disappointing
