I don't think festival preparation scenes comes after bullying scenes bcs, i think seol is 'trauma' with jung and always run when she saw him, so, why she act natural when jung offer to help her. I thought she will says 'no,no nevermind, i can do it myself' and run hahaha. And, jung became friendly with seol after she take a few days rest from going to college( to gain money or whatever idk + she dn't want to see jung ) but she got scholarship. After she was come to college, jung act so friendly and ask she for a meal.
