You bring up new arguments then say don't reply, thats not how comments work. First of all, the empress did do something, she plotted to get her son on the throne, and so did the consort. It was only near the end of the story she started doubting his leadership. She didn't know about any other deaths, she didn't even know for sure prince jin did not kill concert jin. She was blinded by her son and never doubted he would be a good emperor util the las few episodes.
