She is not stupid, ML has recovered his memory and Mrs yang case was the last case he was working on before losing his memory, so she knew he would resume his investigation, she even helped him deliver his letter to minister Xu which means he is trying to reclaim his identity. So she knew what ML is about to do that's why she made that promise to him
