The way I view his character I think the moment when Vegas got shot he didn't even care to know about the identity of the bodyguard before shooting him but after Vegas is in the hospital and Pete finds out it's one of his friends, he would regret it immensely and blame himself forever. He pointed his gun at Vegas when Vegas was holding Korn at gunpoint and when other bodyguards came and their guns at Vegas' head, Pete didn't try to stop them. So it makes me believe that Pete is a person who can't give up a person who is precious to him or he feels responsible for for another who is as or more close to him. He treats himself cynically but not others. He would lose himself if he becomes the reason he loses a person he loves.
We both have different interpretation of his character but your idea is very interesting, I'm always up for angst lol
