if you check on history third prince died with an illness, and for the 10th prince even if he didn't have any affection for him, it's logic that killing your own brother will leave remorses to too and even having nightmars, think about it it's your brother you have the same father plus he begged him for his live and he also knew that the 10th wasn't a menace for the throne.
