he did not get healed completely. he found hope( daughter) to continue his life. for the first time in a long time he saw light at the end of the tunnel.

mostly bcs the evidence gets weaker over time , to encourage faster investigations, people value finality and i think it mostly says charge the person within a certain time, or the case expires. also i don't think all the cases have statue of limitation.
