There was a moment in episode 3 when Veir approached Kelvin for sex (when they were in that southern region) and almost got close to him, but Kelvin backed away at the last second. He seemed very hesitant, and later he had a nightmare in which he kept mentioning Ken (who apparently had assaulted him previously or something similar).

The plan from the beginning was related to taking over the W Group? as Veir said at the end of the episode... that he used Veir's family to take over the group (and they might have been the reason Veir was kidnapped earlier... and that injury to his forehead) because they thought Veir's family was responsible for the damage, but the truth is that Kelvin was behind it all!
