This is not film noir. With the right director and production team it could have been.

People don’t realize this is film noir. It’s supposed to be this way although it’s a bit over the top even for film noir. it’s not fair to judge it against Pursuit of Jade. it’s a pure train wreck.
only difference is it’s in color, not black and white
