As far as i know, Moon supreme is not evil. He was made like that only just to protect his moon clan n to win over shuiyitian fairy realm as that realm has been constantly annihilating moon clan. So DFQC was born to become moon supreme he only needed to get rid of his 7th emotions to acquire hell fire. N you know if a person looses all his emotions he fails to differentiate between good & evil that's what happened to moon supreme i.e. DfQC. But Taishui is actually evil as you can see he has constantly been feeding with evil spirits. So the complete evil one is Taishui not DFQC.
