I think you know that MOM was really happened in real life right?
well...from what i read b4...the final scene which Song kang Ho was looking at the camera..which implies that he makes an eye to eye with the murderer that probaly watching at the cinema ^^
anyway... from what i learned..the movie is depicting the inconsistentness of the law and the low levelness of police system in that time in korea =) so they learn their lesson from mistakes they made
