I think he did. When Jongsu asked Ben if he'd burned the greenhouse he mentioned, Ben replied that yes, he did. And he did it 2 days after their visit at Jongsu's house. Jongsu however said that he looked for it and didn't find any burned ones. But I actually think the greenhouse he mentioned was a metaphor of a lonely person. A person who doesn't have anybody and who has a weak personality. Like Haemi and other his previous victims. She was the greenhouse - empty and abandoned. So when he said he burned the greenhouse I think he meant he did killed her. - This is my theory but I think it might be true.
