Why is it expected to be released in 2026? Can someone explain?

I don't understand why this drama hasn't obtain its distribution license almost 1.5 year after completing filming so can there be a problem with its script? I don't think it is due to tax scandal,SZE's other drama Created In China obtained it while she was still under investigation.
