if that's your definition of Star Power then Kim Soo Hyun has star power. he won 4 Daesang Awards in (SBS Awards, 2x Korea Awards, and Appan Star Awards), multiple Best Actor Awards including a Baeksang (and another nomination for best actor in baeksang), in the same year he also won Baeksang Best New Movie Actor, Most Popular Actor (Film) and Most Popular Actor (TV). So yeah, he definitely has Star Power fitting your definition.

yes good contenders with star power.. but we will not know until we see the finish product... TKEM has a baeksang director awardee and a baeksang grand prize winner scriptwriter, with star power LMH... but it failed (unless your theory is correct, then it could be a contender too) ... so we will go back on this once the titles you mentioned will succeed.
There's so many best drama in baeksang (or nominated for best drama) which rated below 7% (stranger being Grand Prize awardee has highest rating of 6.568% - so it is not unanimously loved by the general public of korea too right? but Stranger was able to take home the Cake - Grand Prize-TV Drama, Best Actor and even Best Screenplay). Baeksang does not look at ratings, even My Mister had 7% ratings and below and MOTHER which won Best Drama had 4.974% highest rating. (and Kingdom 2 does not have any ratings because it's only shown on netflix).
