all the bad guys could've definitely ganged up on him, but they were not all willing to team up. For example when Kim Doo Shik and Lee Mi Hyun were caught with their son by that serpent guy, it was these "bad guys" that had caught them. But I get your point.
The creator of the tv shows just did a good job to show how not everyone can be on board with one thing, and killing a top guy is not always so easy.
