PH used to be colony of US though before WW2. Its also considered cool if you speak in English among upper educated class. coz English is a Universal language, it can get you to many places abroad, open more opportunities, there are many Overseas Filipinos too.
I think same is true to other Austronesian countries like Malaysia, Singapore, Indonesia.
