everything is about the money .... if the broadcasting channel has empty dates/space before the next drama and the investors/commercials/$$$ agree the production asks the writers/actors for few more episodes . usually all these long dramas start broadcasting ... and the writers still working/writing or change sometimes , the later episodes .... that s why they use actors with no majors obligations , lot of flexibility in their schedules ..... usually not top wanted celebrities with no free time at all
after 7 episodes hard try for the leads to try to get evidence to nail the bad guys and put them to jail .... the answer came to episode 8 ..... just killed them
