Well we never heard that he regretted anything. He got drunk and starting bragging about the people he killed and then threatened to kill all of them.And then proceeded to do that. Sociopaths aren't devoid of emotions.They just have a decreased or nonexistent conscience. Most sociopaths don't even kill.And plenty of serial killers have relationships.They don't kill everyone. Psychopaths are master manipulators.They can manipulate others to kill for them.Of course there is room for overlap of sociopath and psychopathic traits.Both can be superficially charming and successful because they're ruthless and lack things like empathy..They make up politicians,CEO,etc.
Psychopaths are more stable,calculated,etc and they don't get carried away in the moment like sociopaths.If you become a problem for a psychopath they will just plan a better time to get rid of you without much risk.Sociopaths might attack you on the spot if you annoy them.Think road rage and beating someone to death on the street in public. Do Joon seems to be a sociopath but President Go is a psychopath as you've seen with his calculated planning and enjoys having these people killed. While Do Joon gets angry on the spot at any provocation.
If you want to see the difference look up any sociopath serial killer ever caught vs a true psychopath like Richard Kuklinski aka iceman. If you did something to anger him in public he didn't attack you right then and there. He planned it out and then killed you later. His murders were well thought out and left little it any evidence. He possibly killed over 100 people and was only caught because a mafia informant.But even after someone informed on him.They had to form a task force to take him down because they had zero evidence of his murders besides someones word.A true psychopath is very rare. But when they pop up,they tend to cause a lot of death and destruction like Stalin,Hitler,etc

Most people aren't outright bad guys.True psychopaths are quite rare. Most murders and wars start over greed and power.President Go and Do Joon are "ends justifies the means"type of people. A sociopath that doesn't have much in the way of a conscience looks at things logically.I can kill this many people but I will be helping that many people,mindset.

Stalin and Hitler also didn't murder anyone. Like them he orders other people to do it. He ordered the murder of his own sister that helped him out even when the father hated him. Its not like he is getting in the way of any of President Go's murders. He din't deny he was also ok with the murders when Tae Hyun begged him.
