I think, it's a hit or miss with these type of characters. Sometimes I hate them with passion and sometimes they make me laugh a lot, as with Santa here. The reason being him annoying the hell out of Perth's character.

This series is definitely not for everyone. It requires a bit of thinking. My guess is that the low rating is because people don't understand it, which is sad. It's pretty good.
