Even so, teachers don't have eyes on everything that happens in school. Where I'm from, it's forbidden to even have cameras on the floors, let alone in class rooms, there's like one on the entrance of the building. It's to keep minors' privacy.
I'm pretty above the age where I can comment on current bullying in schools but back then, we were resolving issues exactly how they do it in the series. Fist fights outside of school so you don't get expelled and no one was complaining to the teachers.
