Hello!! HiGH&LOW revolves around the 5 gangs that took over the town after it was once dominated by Mugen. Now split into 5 districts; Sannoh Rengokai, White Rascals, Oya Kohkoh, Rude Boys, and Daruma Ikka. The 5 gangs that comprise S.W.O.R.D.
If you came here because of H&L The Worst, it is a crossover between Hiroshi Takahashi's Worst and HiLo. You can actually watch it as it is though there might be some scenes that may confuse you.
But if you also want to start from the very beginning, you can follow the list I commented below this one.

yes, they are all connected as all of them are also in the same universe!! although, the dtc and mighty warrior ones are more like a filler (still a good watch yk)
