About twin appearances, we have twin swapping in season 2. Twins swapping places means not just physical switching but also role swapping even personality changes and gradual smoothing down of contrast If they're styled so differently it's gonna be an insult to every character's intelligence in the story who's suppose to act like they couldn't differentiate the twins. With Lee Joon Gi's acting, that contrast in appearance isn't needed
Also, the acting and action in S2 is top notch and being praised constantly as well. They have more scene choreography and action directors hired additionally as well. May be that took over the budget.
People should know the reason why the S2 styles aren't as aesthetically pleasing as S1 before they think of comparing.

Beside they probably using curly hair on season 1 to give younger impression considering Eunseom, Saya and Tanya ages during season 1 were in their early 20s.
