In vanilla, it seems as though people just try to figure their role and what the other person wants as they go. But with BDSM, most set the boundaries from the get-go. Not all relationships, but many, seem to fail due to lack of communication. BDSM also centers around this. You kind of have to talk with each other about their wants, needs, and concerns before you can enter a scene. You have to talk to your partner about your desires and fantasies in order for them to be realized. It can be a lot more fulfilling both sexually and emotionally when you are open and honest about these things, and the BDSM dynamic allows for that.

They are not so different from any other couple. They have the same concerns. BDSM play is always consensual — meaning whenever one of them uses the safe word, what’s going on must stop. No questions asked.

They also are supposed to talk beforehand. The scene played out shouldn’t be organic until they’ve done it enough so they know each other’s limits. When they’re just starting out, they must discuss the scene in advance and lay out what’s going to happen.

I came across several posts saying Vegas and Pete are one and the same and I can see how people have developed this conclusion but if you really think about it, there is no evidence of that. Saying Pete is on the same level as Vegas mentally would be implying that Pete enjoys seeing others in pain. -- Vegas utilizes his power to his own interest, He's efficient and downright cruel but most of all unpredictable -- you can never know what's in his mind unless he let's you see through it. Torture, rape, murder, it's all just an enjoyment to him, something insignificant that can be done at any time of the day.

Pete on the other hand is influenced by the background he grew in. He's strong enough to swallow the guilt when he settles for violence to complete his task, it's the most effective way to achieve his goals but unlike Vegas he doesn't use this for his own benefit.

Vegas WANTS to chose violence, Pete HAS to chose violence. They are not the same in that category.
