I have not read the novel myself but from my perspective I think Hira considered Kiyoi his saviour because he saved him that day at school in the first episode so he started worshiping him since no one else has done that before and he thought he is not worth enough to touch him, he considered Kiyoi superior to him but that is just how I see it
