I think you're onto something. Of the two, Tam seems to be the most level headed and I am guessing, like you, that he resolved that telling Phi at that moment everything that was going on was not in Phi's best interest, even though the delivery was a poor decision.
I am further guessing that he's still not able to talk about it because he might still be resolving whatever it was. I imagine it was something to do with health.
