It depends on what you mean by quality wise. I really liked the cinematography and the poetry feel in this one. I don't think I found that in any other drama.
If you're looking for a similar story, I'd say Goddess Of Fire, which is already in your Plan to Watch list. But since you just completed Painter of the Wind, you'll only end up comparing the two so it's best to wait a year or two.
If you're looking for something with beautiful images, I'd recommand Nirvana in Fire (chinese drama). The plot is also really really good! When watching this drama, my rating went from 6/10 to 10/10, and even among my favorites by the 20th episode. I nearly gave it up after 7 episodes or so because I had so many left.
I also really liked Pitsawat (Thailand drama), although it's not exactly a period drama. It was beautiful and interesting.
Jumong (korean drama with many episodes but worth it) is a must watch period drama. You can also watch Kingdom of the Winds (to watch after Jumong because it's about his grand-child if I remember correctly and played by the same actor). Both have great scenery but the main point is that they talk about the foundation of a country so it will help you understand many references in other dramas.
Finally, if you want something with a lighter mood, you can go for Arang and the Magistrate (Korean drama).

Yes, that's how I understood it. I think the chairman probably was the only donor as this needed someone willing to "industrially" sacrifice their own offsprings for money. He had up to 88 children this way with foster mothers, and more nowadays since he kept going with his activities. As for the abandonned kids with names, I guess the chariman needed their names to justify the existance of the Orphanage.
