Agree. And it's refreshing to see that all the characters are with flaws and their behavior drives forward their future actions

CSS wasn't aware of all that. She just wanted revenge at that moment and revenge she did to the 3rd princess but not in proper place and time. She knows that the memorial is important but she couldn't hold off for a moment her 'child's play antics'. Her actions only seems sort of justified because the princess was wearing that clothes underneath and 3rd prince used that chance to expose his siblings deeds.
