Neau, is Nan's cousin. They are only rumoured as bf as Neau does not want anyone to hit on Nan especially Pi ( in FUTS novel, Neau is interested with Pi).

IDK if it will be explored in FUTS as Nan's story is on another novel, but in FUTS novel, Nan is rumored to have 2 partners and those 2 is blood related to him. Included in that is Neau, which according to other viewers is probably the person kissing Pi during the balloon scene.
