They wanted to trace and disband the Russian mafia. Chun-woo didn't want to take the risk so he just shot Kim Jae-hwan instead, even though it wasn't what the Foreign Bureau planned.
The blond guy was a member of the North Korean group and provided for his family. He gave information to the Chinese and they thought he was the rat, even though both Chun-woo and him were. Chun-woo didn't know about Moebius, though, until Su-yeon pointed it out.

He tried his best to protect her against Sangmuhoe but he couldn't do it because the Domestic Bureau was also chasing him. It was as clear when Ji-hyuk was hunting Chun-woo that Chun-woo wanted him to find the truth, too. I mean, before he died, he was still trying to dig out the origins of Sangmuhoe, so I presume that Chun-woo never stopped working surreptitiously for Su-yeon.
She had to weigh her options and prevent a catastrophe in the Foreign Bureau, so she always had to keep her cards close to her chest. Chun-woo spoiled the connection to the Russian crime group, but he wanted Moebius to also be kept safe - so the only option really was to go dark.
I just thought it was sad that Chang Chun-woo, despite his struggles, always tried to do the right thing given his circumstances. The plan was to let the Moebius virus go to the Russians, but Chun-woo couldn't take that risk so he killed the broker.
The thing was, even though Chun-woo seemed to use Su-yeon, he didn't know that the broker was transacting the Moebius virus. Of course, that wasn't obvious, and despite everything Su-yeon still prioritized trying to save Chun-woo, but she was frank towards him that he can't be welcomed as before. So instead of being his handler to another treacherous North Korean post, Chun-woo's instead grazed by Su-yeon in his arm so that he can escape the agency (she likely planned his route, too).
It's a sad story and reality for these agents, where trust is so hard to come by. It's nevertheless inspiring that Su-yeon took a risk for Chun-woo (she didn't ask for the promotion, because all she really wanted was to take him back) because of what he also did for her.
Honestly, this deserves more than a 7.9. It's much better than The Veil.

Da-li already knew that Moo-hak was on her side. Even thought it was easy to doubt him, she still gave him the benefit of the doubt which was why she was angry and hurt when he suggested that she could go back to Tae-jin if she couldn't trust Moo-hak. The secretary just affirmed Da-li's perspective that Moo-hak isn't announcing what he's doing for Da-li but he's taking unnecessary risks all for her sake. She already chose to trust him even before this, but this was just her confirmation that he's just as all-in with her as she is with him.
I mean I'm not complaining but I feel like we skipped some steps between "I'm still hurt and afraid to love" to…
She only realized when she saw Chak-hee as a potential partner for Moo-hak that her feelings for him weren't as shallow as she wished. She'd already been attracted to him from the start, but it needed that tiny push to make her realize that she can't be the friendly debtor to him. That's why Moo-hak got pissed at the start of Ep10 because they weren't even a couple, but she wanted to know more about him and what he's been doing. So when he dared her by asking - "Is this another mistake (to you)?" she realized that there was no turning back, and just initiated their first real, passionate kiss of the series.
Maybe TJ asked for the galery, that's why the scene in the rain. But Dali should have understood in the ep10 that…
She has her suspicions, but doesn't have evidence as yet. But it's telling what she said in the last part of the episode that "he might be closer than we think."
People who are confused about the kiss in Ep10 have to understand that Moo-hak came from being hit from left field with Tae-jin's revelation, seeing Da-li dining with Tae-jin, and having to deal with Da-li's distrust. We know as viewers that Da-li chose to trust Moo-hak and give him the benefit of the doubt, but Moo-hak doesn't know that.
When he comes home, he sees Da-li apologizing for Tae-jin, and confronting him (deservedly, I should add) for the land purchased by Dondon. In that environment, he was clearly pissed and also felt a bit of an inferiority complex (because he's not as rich as Tae-jin) that he made that offensive comment.
He deserved that slap. However, he wasn't angry at it, because it showed that Da-li also has a deep emotional investment in Moo-hak. If she really wanted to be with Tae-jin, she'd just walk away and go to him at that moment. But she doesn't.
So he dares her again. "If you don't stop (being as affected as this), I might not be able to control myself (and really show you that I will stand by you even if I seem doubtful right now)." She tries to slap him, and he kisses her softly. This is his response to her: my feelings for you aren't a joke, and the last thing in the world I plan to do is screw the woman I love.
Then he asks her again, if she wants to stop or go away. "Is this another mistake for you?"
And Da-li just melts: she initiates the deep kiss, because even if being with Moo-hak is risky, she truly does love him. It's an excellent scene that's brilliant in its subtlety. And after they've resolved their sexual tension and doubt towards each other, they go back to trying to find a solution against the gallery being closed.
This is a couple that's extremely healthy, and the episode later shows that Da-li's even more invested in Moo-hak, even inviting him to sleep with her!

I think it's actually in character. Remember that Da-li despite everything still doesn't have as hard a time trusting people. In Ep1, Moo-hak tells her to not take people into her house because it could be dangerous. She was lucky it was him, but her intellectual astuteness doesn't seem to translate in real life. This is why she's also in denial when it comes to the need for infusing liveliness in their exhibition opening, but understands it makes sense. It's actually not illogical to me - recall that she allows herself to be dragged by Tae-jin to the apartment they were supposed to live in. She's still feeling her way around the darkness of reality so I feel that that's a dynamic that this show explores well.
I'm pretty sure MH will talk to her about that while keeping her in his house.
