Here both watchman phojai and his bf cctv Tag are guilty. I can understand about hiding relationship but keeping eyes on someone and most importantly that someone is your best friend. I love how he is someone who don't go round and round. He took his time to figure out his feelings and then he confessed. He felt him hiding from Yang isn't going anywhere but will hurt both. People may think he is childish but he is someone who actually have a brain for sure.
