No it was 4-5 mill if she had told the police the amount she would of been up for 13 mill in back tax's and interest payments, thats why the chairman started that scholarship worth 13 mill, too get her off if the truth came to light, thats why she lied and said it was only 1k.
If she had paid the tax back then the rest of the money would be safe and she could invest it or leave it the bank to gain interest but she was greedy .
