My understanding is that in Japan when parents divorce, the custody of the child goes to one parent only, and the other parent doesn't get contact - at least that's how it's portrayed in movies and dramas. So the division of the twins in this movie also represents the drastic division that occurs for children after a divorce. The absence of the father may also have occurred because some parents (often the father) cannot tolerate having a disabled child, and the caring entirely falls to the mother.
