Agree about the business thing, they're the kind of people that care about responsibility and bigger picture so i think it's believable that he fell for her compassion and her strong sense of responsibility. From the first episodes it shown that Shanggu isn't just a carefree naive girl, it shows that she want to live up to her role but hindered by her low power, so she act like that. He also misunderstood her at first, but then he know her compassion, her desire to become a better Chief of God, and it resonate with him, even encourage her to the point that he say he will become her support. Her understanding that Bai Jue actually also care about people but just timid in showing it, make her initiate to get closer to him and trying to dispell his loneliness. Their difference personality complement each other.
Love is preference and Bai Jue who's so duty bound, I think it's good that he fell for the girl with the same priority which is their duty first. See how Shanggu chose to sacrifice herself despite Bai Jue's begging her no to? Its her choosing her responsibility first. They didn't actively seeking for love but just love come their way.
About why he live so long but never fall in love, see the goddesses who pursue him? Sure they maybe lovely etc but they're just a empty shell compared to Shanggu. I respect her the most when she's being ignored and ignored by Bai Jue in the 3rd arc, but it doesn't distract her from responsibility / duty to hunt devils, oversee the change in Three Realms and reopen the God Realms. I think for me it's hard to judge Bai Jue harshly just because he didn't consult Shanggu for his decision. First of all, they have responsibilities. They can't just kill themselves because they couldn't live without each other. That's why Shanggu entrust The Three Realms to Bai Jue vice versa. That's why they chose to sacrifice, so that The Three Realms can be saved, and the one who left behind need to guard it. If both of them die just for the sake of love it will weaken the The Realms, also there's threat from the Devils etc. For me The Three Realms can't afford to lose 2 True Gods, its too much loss. Since 1 people sacrifice is already sufficient to finish the Tribulation, there come the choice of Bai Jue to hide his sacrifice because he didn't want Shanggu to be sad after he died. Actually if fate didn't play their card, we don't even know for sure whether Shanggu will remember or not. Just because the drama play out that she remembers doesn't negate the fact that she can be oblivious all her long last life, because without the fate intervention, Bai Jue already make sure of that. About he will regret and ask for forgiveness later about his action, I think it left to interpretation, we can imagine after the HE they will have a lot of heart to heart talk, but at the end of the day if time can go back, he will still choose what he did for her.
