The production team may think since the watchers are female, the watchers will projecting oneself as the FL, thus would hate it if the ML likes the SFL. It's different case for SML. They may think, got two good-looking guy would be better than just one.

Empress Dowager has two sons, the Emperor and Prince Fu. The Emperor has a son which is Crown Prince (he was called 5th brother by ML since he was born fifth among the royal lineage). While Prince Fu has a son which is Chen Yan (Xiao Yu) and he was born seventh among royal lineage, that's why CP called him 7th brother.

Maybe since they are still on the same royal lineage, even though they are cousins, they will call each other by brother. Or maybe it's just because they are so close that they called each other brother.
