I ship JXN and XW, but I see nothing wrong with JXN having feelings for ZZ first. There are no rules that a person has to love only one person their whole life.

In the first life, JXN seemed to be too busy scheming and struggling in the palace and didn't get to know XW much. So, it's no surprise she didn't develop romantic feelings for him.
