His goal was never to "get" her which, like you said he could have easily had. His goal was to have her love him and him only and he said this in first season itself. It's not he is not honest, he simply wants her to love him for him not because he saved her life, not because there is no one else who loves her, not because she is infatuated by him.

ep4. when the officer said he sent someone to take care of the matter so they'll hear news soon, i am afraid he meant to end her life so he doesn't get disgraced, he even said "what will other people say" when yeon jun wanted to go saver her life. his point was what will other people say when her husband is still alive, and the logical solution should have been the husband should have gone to save her if he meant to save her at all. tbh gil chae does know that he came and left, the officer. i am sure gil chae will make excuses to not go back because she doesn't think of him as her husband anymore (apart from the obvious reason being jang hyun :p). but if the officer has really not planned to kill her then, i feel like once he finds out she's with jang hyun he will try to harm either of them. or worse, use her family to get her back (he has already done that). we saw the differences in the "love" the officer had for gil chae and what jang hyun felt in the first season itself and i can't believe people were in support of the officer at all. what the officer wanted was a form of possession, a trophy wife he can boast about and call his own. whereas regardless of how much jang hyun loved her, he respected every decision she made even if it drove him crazy. even at the end of season 1, when she said leave me, he left. but when gil chae almost left the officer he went to such great lengths to have her back. all just to abandon her despite seeing her treatment.
