A mysterious person restarts the Mirror World's Rider Battle, thus making Shinji Kido and other war participants regain their memories and transforming abilities. With the appearance of Another Ryuki, Sougo Tokiwa and Geiz Myokoin investigate this event, becoming involved in the war themselves...
Not long after the events of Kamen Rider Gaim, Kouta and Mai, who are now ruling over a new planetoid as gods, are attacked by Megahex, a cybernetic being with ambitions of making the whole universe one with it's self in a symbiotic manner. Mai is taken prisoner by Megahex who then chases Kouta back to earth where he briefly fights Megahex to try and save Mai with the help of his old friends from Zawame City, but after struggling to hold their own against Megahex's army which is commanded by restricted versions of some of their old enemies. Meanwhile in another part of the Japan, Shinnosuke and the rest of the Special Investigation Unit are dealing with Phantom Thief Ultimate Lupin, a mysterious criminal who is running wild in the city. Moments after the case is solved, Megahex's invasion of earth expands to the rest of Japan and after a moment of confusion, Shinnosuke and Kouta team up to stop Megahex and save Mai along with the rest of the planet
The events pick up two years after the last film. Takeshi Hongo is now a high-school teacher and Hayato Ichimonji is just counting down the days before his cybernetic implants kill him. Our heroes are thrust into action when a bizarre series of murders occur; the calling card being the single "Platinum Smile" playing in the background. A further investigation by our heroes discovers that not only is its singer, Chiharu Kazami, dead, but the single itself is part of Shocker's latest nefarious scheme. The Double Riders soon find themselves battling a band of evil twins, led by two new Shocker Kaijin and Kamen Ri
College student Takeshi Hongo is abducted into terrorist organisation Shocker (Sacred Hegemony Of Cycle Kindred Evolutional Realm), at the hands of a cyborg Inhumanoid known as the Bat. There, he undergoes painful reconstructive surgery, turning him into an Inhumanoid himself. Unlike the original series, he does not escape prior to mental condition by Shocker, and becomes one of their soldiers, nicknamed "Hopper". He carries out a mission successfully, and meets Shocker's Major Agents, including Dr. Shinigami. Hongo receives his orders— Kill those who have seen Shocker's Inhumanoid soldiers. However, what he doesn't realise is that the two witnesses are the journalist who had interviewed him prior to his kidnapping, Asuka Midorikawa and her fiancé Katsuhiko Yano. Attacking the two along with Shocker soldier Spider, it is here that Hongo remembers his humanity, and has an epiphany with regards to what he should do.
Like Kamen Rider × Kamen Rider W & Decade: Movie War 2010, Movie War Core is split into three parts. The Kamen Rider W portion of the film is titled Kamen Rider Skull: Message for Double. The story, taking place after the series epilogue, features Akiko Narumi preparing for her wedding before considering canceling it when the Futo Kamen Riders are distracted by the Pteranodon Yummy, who has somehow acquired the Memory Memory. The Pteranodon Yummy uses these powers to reveal to Akiko how her father and Shotaro's mentor, Sokichi Narumi, became Kamen Rider Skull with Shroud's aid.
The Kamen Rider OOO portion of the film is titled Kamen Rider OOO: Nobunaga's Desire. The Kougami Foundation has discovered the mummified remains of Oda Nobunaga and has created a Cell Medal-based homunculus of the man with his memories. Dubbed Nobunaga, he runs from the Kougami Foundation and into Eiji Hino's care. However, Nobunaga attempts to resume his conquest of Japan while targeting the descendants of those responsible for his downfall. But when forced into becoming a mindless Greeed, Eiji must stop Nobunaga before it is too late.
In the final portion of the film entitled Movie War Core is convergence of the two films that brings the casts and characters of W and OOO to fight the evil energy-based giant Kamen Rider Core.

In the sixteenth Heisei era Kamen Rider series, which is also the twenty-fifth installment of Kamen Rider franchise, Shinnosuke Tomari, a young detective in Special Investigation Unit of the Metropolitan Police Department fights against the Roidmudes, a race of robots fighting humanity for supremacy lead by Heart and Brain. With the help of his partner/scientist mentor/Transformation belt Krim Steinbelt, Shinnosuke becomes Kamen Rider Drive, A man made hero with the powers of automobiles.
The evil organization Shocker alters history by sending their newest creation, Kamen Rider 3, to defeat Kamen Riders 1 and 2 back in 1973. In the alternate present, Shocker is more powerful than ever, and most of the Kamen Riders are now either imprisoned or brainwashed to work for them.
One such brainwashed Rider is Shinnosuke Tomari, who, thanks to his partner Kiriko Shijima, remembers the truth and joins forces with the remaining Kamen Riders who are still at large to make a stand against Shocker and put history back on its proper course.
