Xi Yin tries to gain entry into an abbey in Xiushui province, where she meets county magistrate Zhang, who takes a liking to her. Xi Yin and her maid run away when two masked men try to kidnap her. Heavy rains befall Xiushui and neighboring areas, causing severe flooding and leading to deaths and extensive damage to the farmlands. The Emperor tasks Yu Jin and Ye Zhao to bring aid to the people.
