Shingo, a disillusioned police clerk, Tetsu, burdened by his mentally ill father, and Saki, self-conscious of her artificial eye, are caught in a terrorist attack. Months later, Shingo still struggles with guilt, and he reunites with Tetsu, leading them to fantasize about revenge. They create a secretive business offering revenge for clients, starting with small acts like a patient seeking justice for malpractice. As they get more clients, Shingo grows addicted to the power, while Tetsu becomes more reckless, planning to steal guns. Their dangerous game spirals out of control, pushing them both to the brink.
